The need for Rugged 4 x 4 Rescue Truck
Recent Philippine disaster events and emergencies like the Mindanao series of earthquakes, Taal Volcano eruption and the typhoons happening every now and then has stressed the need for LGUs to have a rugged, reliable and special type of vehicles that are designed to handle a particular purpose to operate on difficult terrain.
If you will take a look at existing vehicle fleet of LGUs; their type, purpose and application, there seems to be a gaping-hole or the lack of special type of vehicle designed for emergency-rescue and response. Chances are, dump-trucks and road-building equipment are utilized to conduct people rescue in difficult to reach areas and terrain. For example flooded streets, isolated areas due to landslides, flash floods, volcanic eruption and earthquake affected residents can take time to evacuate. Sometimes LGUs will send utility stake truck with 4 x 2 drive-train to those areas only to get stucked in muddy or difficult terrain. A purposely built rescue truck is the answer.
A truck that is easy-to-maintain, enough carrying capacity to ferry people site-to-site, more than enough engine and wheel power to navigate thru difficult, muddy and/or flooded terrain plus equipped with tools & accessories like winch, flood light, public address, etc..
The good news is there are solutions to this problem - lack of appropriate rescue vehicle. LGUs can either upgrade their existing 4 x 2 fleet of vehicle into 4 x 4 by buying a 4 x 4 upgrade kit. A Korean-maker sells a complete 4 x 4 conversion kit for medium-size trucks with capacity of 2 to 3.5 tons like Isuzu Elf, Fuso Canter, Hino 300 Series even for Hyundai or Kia counterparts. The Korean maker also sell this 4WD Drive Military-Vehicle for purposes of using it as emergency rescue vehicle. The maker has capability to customize their trucks base on customer-requirements.
LGUs wishing to upgrade their existing 4 x 2 utility-trucks into a 4WD 4 x 4 version can buy the kit that includes a front-axle, 4 x 4 transfer case, propeller shafts, mountings for 4 x 4 modification and electrical shifter. There is option to replace the rear-axle differential with heavy-duty differential with single, wider, rugged all-terrain tire to replace the original sand tires.

Mobile Command Vehicle
Incident management by LGUs in times of disaster and emergencies requiresome form of mobility and reliable communication links to ensure coordination among responders and other government agencies.
Mobile command vehicle (MCV) can serve as communication hubs during emergency situations or natural disasters. As a deployable mobile-command center replete with commmunication system, trained personnel and space, MCV can be used to conduct strategy meetings, briefings and operation planning. The LGU - MCV serves to enhance or reestablish communication and coordination during emergency, disaster-rescue and response and special security events nationwide.
